Yes. Apex is a strongly typed, object-oriented language with syntax very similar to Java. If you have Java or C# experience, you will learn it very quickly.
Since Salesforce is a shared multi-tenant environment, Governor Limits are runtime caps that prevent one user's code from consuming all the server's resources.
While not strictly required, it is highly recommended to understand the declarative side of Salesforce before diving into code.
